During 2003-2010 Elena Shinkaruk held leading positions in Federal agencies of executive authority: Ministry of economic development and trade of the Russian Federation, Ministry for Regional Development of the Russian Federation, the Russian Federation Government Office. In 2010 she took job with the Government of Moscow.
In March 2015 Elena was appointed the Chair of the Moscow state services Committee. Its key work-stream is to develop and impart innovative tools to the state management practice.
The key tasks are to increase the quality and availability of the delivery of state services, by transferring state services in electronic form as well, and to coordinate the electronic referendum project of the Moscow Government named “Active Citizen”.
