Nele Leosk
PhD researcher, Political and Social Science
European University Institute

Nele is a PhD researcher in political science at the European University Institute (EUI) based in Florence, Italy. She is also a Fulbright-Schuman visiting fellow at the National Center for Electronic Government, University of Massachusetts Amherst and The Governance Lab, New York University.

Her research interests include governance and democracy innovation, particularly the interrelationships between public policy and technological innovation. Currently, she is analyzing the development of e-governance in order to understand, basing on an extensive statistical analysis, what has accounted for the changing patterns and levels of e-governance in the OECD and EU member states over the past twenty years.

Before her PhD research, she was a Program Director at the e-Governance Academy based in Tallinn, Estonia. In that position, she has advised governments in more than 30 countries in the CIS, SEE, Africa and Middle East on public sector reform, e-governance, and public participation. She was a chief editor of an e-democracy newsletter and a programme co-chair for ICEGOV 2011. She has been a Member of the Board of Estonian Roundtable for Development Cooperation and is a member of the research team of a Global E-Governance Survey carried out by Rutgers University, Newark.
