Challenges and benefits of using e-governance tools in very small societies
eGovernance is widely issue of policy development, coordination between different stakeholders, setup of proper organization and consensus building on eGovernment technical architecture. We see in most countries about the same picture. There is political will to focus on innovation and changes in government to make it more efficient, citizens centric and transparent. Also, often there are business companies to implement different eGovernment projects. Challenge is about HOW to get from good ides to the real implementation and impact. Here are advantages for small countries. Simply to say, if administration is relatively small the consensus on joint actions can be done more easily. There are many other aspects but consensus building is one of main issue.
From other hand every country have about the same number of services and same complexity of technical solution. Country with 30 000 population can not be cost efficient per service in the same level as country with 30 Miljon. So, expenditures for building eGovernment architecture per capita are significantly larger for small coutries than for big ones. Therefore, different strategies should be used and different solutions implemented.
